Birmingham Settlement -- evaluation of BIG Lottery 'Advice Plus' project, FLATS (Frontline Agency Training & Support project). Worth c£300K over three years, this ambitious support project assisted smaller frontline agencies to improve their skills and capacity in delivering basic advice services. The project targetted frontline agencies -- non-specialist in advice provision -- that were experiencing rising demand for advice services from vulnerable clients, especially those in economic hardship as a consequence of welfare 'reforms' and public spending cuts.
